u-track: allow users to browse other's data

Description
As of #11587, a data selection graphical interface was implemented to allow the user to browse his Projects/Datasets/Images?.
Since u-track allows to work on other people's data, this interface should allow the connected user to browse the data of other users within a group. An extra drop-down menu should be implemented allowing the selection of the user, defaulting to the session owner.

Moving back to 5.0.0-beta2 milestone as allowing people to work on other's data within a collaborative group is a critical analysis feature.
