RFE: make Windows OMERO service optional

Description
On Windows for working on OMERO development I really don't want OMERO.server trying to install itself as a service and starting automatically after reboot or whatever, I want it to be like my Mac development where I simply start and stop it manually and don't have to learn about the operating system's services management, just as I can work on OMERO under Linux without faffing with /etc/init.d/ as root. This might also allow me to work on OMERO development without dangerously needing to be running with administrator privilege shells? Perhaps a command-line option could allow the service stuff to be optional.
