Along with allowing group owners to import for others (#10640) a new role "importer" (or similar) could be created which permits the importing of data for others, but not viewing of images or other metadata.

in 5.1. added support in clients (CLI and insight) to allow group owner to import data for other users. This was previously only allowed for admin
