BUG: Admin cannot remove another admin from system

Description
Login as user-6 to Gretzky.
Try to remove user Blazej testing3 Blazej testing3 (username Blazej testing312121212121212121212) which was an inactive admin from the system group via DnD.
Got a message "Admin cannot remove him/herself or root from system group".
This action is nevertheless allowed and it is possible to perform it in Web.

Only limitation: another admin should not be allowed to remove root from the system group

You may also have a look at Agilo extensions to the ticket.
I can remove an admin from system group being logged in as another admin with no problem in Insight using Cut and Paste. The problem seems to be only DnD.
