OME-TIFF for HCS images

Description
It seems that there is no server-side restriction on creating OME-TIFF exports from HCS images (E.g. use an HCS Image ID in Batch Image Export script with OME-TIFF format), so we should look at the possibility of enabling this option in Insight (currently disabled).

with the on-going discussion and issue noticed with "download", I am reluctant to do anything on the export as ome-tiff for HCS data for 5.1.
We will need to clear define what is exported and do some performance tests. Pushing to 5.2
