BUG: Group owner cannot add user

Description
In Insight, Group Owner should be allowed to add existing user to the group he is an owner of.
Under Admin Tab in Insight, when the group name is right-clicked, it shows the "Add existing user" as greyed out. This is not expected. The owner of the group can perform the action in Web. Additionally, in some cases the group owner is allowed a creation of New User (also not expected). See screenshots.
Putting as critical, as this is a usual workflow for a PI adding his new mamber of staff to his group. (came up during the OMERO drop-in session 16/01/2013.)
The bug is on dev_4_4 as well as on 5.0.0-rc1.
