Rather than open a yearly PR to replace the dates, it would be fairly simple to add an ant-target which replace @YEAR@ (or similar) with the current date. This need only be done for the user visible copyright statements.

Marking as blocker for 5.0.1. This particular implementation doesn't need to be used, but we do need to move 2013 to 2014 as Gus pointed out in an email on January 24th. (see also #11435).
At the same time, the copyright could be re-evaluated.
