RFE: chgrp in web should warn when moving images would result in annotations being lost

Description
I just moved a couple of projects containing images with file-annotations into a different group, not realising the annotations were created by a different user. The images were moved, the annotations weren't and since the link has been lost it's not possible to recover them. The user should be warned.

The Chgrp2 request in the graphs reimplementation for #11779 includes a dryRun option whose response says which annotation links would be deleted were the objects moved.

Any warning would need to be implemented in both clients - reusing existing dialog. No scoping necessary. Added to Trello board and closed this ticket. https://trello.com/c/Eyly75Xv/313-warning-about-loss-of-annotations-with-move-group
Moving into m1 for examination in case anything needs to change in the backend to detect that the annotations may be orphaned.
