BUG : Import being connection dependent

Description

Tried the following,

Data : Copied locally
Server : Hosted locally
Import : In-place Import

Issue/Bug?: The import is terribly slow when the ethernet cable is unplugged, and there is a drastic improvement in the speed, when the same gets plugged in.

This seemed a little weird. I have attached the import statistics over multiple iterations , to show the same.
