JPEG XR: Implement decoding process

Description
Once all the metadata and relevant objects (e.g. image planes with filled in components that encompass macroblocks) are available, start the decoding process (see par. 7.3 in Rec. ITU-T T.832 (01/2012)). As the coded tiles can be in one of both modes: spatial or frequency, this is a good place to implement the strategy pattern in form of decoders for both situations (e.g. SpatialModeCodestreamDecoder? and FrequencyModeCodestreamDecoder?).
