Bug: Import directory with no images fails

Description
I accidentally forgot to unzip some files before trying to upload some data in the 2nd and 3rd of 3 datasets. The 1st dataset uploaded correctly, the 2nd and 3rd I expected to import nothing as there were only zip files in their directories.
Instead, Insight got stuck on 'Scanning', then when I cancelled that on 'Pending' for the 3rd dataset. I cancelled that as well and the whole import 'completed' (got a green tick).
I then did the unzip on my filesystem and deleted the zip files and tried 2 import those datasets, they just got stuck on pending.

Zip is a "supported" format. The scanning can take time in that.
Review strategy for the extension. Moving to 5.1.2
