Unify key/value parsing between fake files and .bioformats

Description
As Sebastien pointed out, we're already doing a lot of INI key/value parsing when working with .bioformats files, which support more metadata than fake files. It would be nice to do the key/value parsing once (as in loci.tests.testng.Configuration, but in a more accessible package), and then we only have to add new keys once for both formats to use them.
