RFE: reduce number of directories for uploaded files

Description

The unobviously named apache_repo directory is getting a lot of directories inside it now that will increasingly strain convenient use of GUI file choosers. Perhaps the naming scheme could break the QA feedback number up somehow so we get deeper directories the more the order of magnitude grows?

I'd be happy to help to generate something for the shell that could apply the new scheme retrospectively.
