BUG: Attachment selection in Web

Description
In web, there is a nonfunctioning filtering box in Attachment selection window.
Workflow:
- have couple of uploaded annotations (files) ready in the group you are going to work in
- login as any user in the group
- click on plus sign in Attachment in right-hand pane
- a dialog comes, try to filter the existing attachments by typing in the filtering box (next to "Select an attachment you want to add" text)
- the typing in filters nothing in the list below -> not expected
- when finished typing and hit Enter - a "new item" is added to right-hand pane saying "No Files Chosen" -> confusing, disturbing, because it is there forever now -> not expected

This issue has be fixed in https://github.com/openmicroscopy/openmicroscopy/pull/2780/. Although file annotation dialog boxes should be rewritten to match tagging. Would be great idea to make ome.tagging_form.js more pluggable and reusable.
