Noticed by Tristan during Paris meeting.
In INsight, there is no possibility to change group permission level for group owner, menu is greyed out.
In web, this functionality is possible, although downgrade to Private is always greyed out. See #12363.

They should be allowed to *try* and change group permissions, even down to private.
But this may fail (E.g. if links exist that would be incorrectly severed) so in web we say "You *may* be able to change group permission to Private" and then handle the exception nicely. See https://github.com/openmicroscopy/openmicroscopy/pull/2485
Just need to allow the same thing for group owner in web, and in Insight.

Group owners should be able to change group permissions (except down to private), right?
