Bug: Multiple top-level targets are badly broken

Targets which are currently broken on develop:
build-model
build-server
build-blitz
and probably others as well, plus all upstream targets which depend on them.
None of these targets build from a clean tree; all fail with ant errors due to unsatisfied bioformats dependencies. This should never occur--it means there's no way to use them without having done a full build, and this wastes a lot of time and means that targets such as the -cpp targets can't be run without having (separately) done a full build. This is absolutely ridiculous. Targets should not be broken by default, having unspecified and undocumented steps required to make them work. The dependencies need fixing.

All issues related to the Bio-Format dependency should have been fixed by the decoupling work (https://github.com/openmicroscopy/openmicroscopy/pull/3931). Closing this and we can address other broken targets (for different reasons) as we encounter them.
