Notes from Josh's testing of https://github.com/openmicroscopy/openmicroscopy/pull/2789.
Things that testing this PR made me think of to do later:
restart --foreground needs fixing,- Add a jvmcfg property for activating jdwp
- Changing the default of the debug target to suspend=n
Fix bin/omero admin start -h output (newlines)

Two issues related to server startup fixed in https://github.com/openmicroscopy/openmicroscopy/pull/2817. The rest isn't a blocker for 5.0.3 and can be handled later.
