BUG: Login fails with omero.web.debug=True on IIS

Description
On Windows with IIS:
omero config set omero.web.debug True
Attempt to login to OMERO.web, you will be redirected straight back to the login page. Unset omero.web.debug, restart, and login works.

FYI I can reproduce this on Windows Server 2008 x86. (Just not WS2008R2 x64)

I'm assuming that this is not critical for 5.1.0 and that Ola (or Simon) are more likely to be able to fix this than I am.
Let me know if any of that sounds wrong.

With Ola taking off the next 2 weeks, this will only get done if someone picks it up in the mean time. I'm pushing until then.

Usually login screen appears if cookie hasn't been set. Was there any specific in the config setting omero.web.session_engine?

See attachment. I cannot reproduce it on x86, if that comes back please reopen the ticket. And make sure you past config and give much more details
