Handle OS version strings in a better way

Description
At present the OS and its version is obtained via a system query. This returns a string used to select the correct file monitor. The proliferation of version strings, especially on Windows, needs to be handled in such a way that a new entry does not need to be added each time Microsoft releases a new OS version.

You may also have a look at Agilo extensions to the ticket.
This has, I think, been dealt with in https://github.com/openmicroscopy/openmicroscopy/pull/3360 and https://github.com/openmicroscopy/openmicroscopy/pull/3361 in a way that allows users to use as yet untested versions of Windows, allows us to more easily add new tested versions and still maintains flexibility should MS change anything critical.
