Bug: fix usage of "SSS" date formatting

Description
The following readers use SSS in their date formatting:
- FluoviewReader?
- IPWReader
- MetamorphReader?
- MetamorphTiffReader?
- QuesantReader?
- TCSReader
- TillVisionReader?
(grep also turns up LeicaReader?, but that does not need fixing). As with #12117, the switch to Joda has changed how SSS is parsed, so a fix similar to https://github.com/openmicroscopy/bioformats/pull/1508 will need to be implemented for all of the above readers.
