Bug: Web ROI preview window not scrollable, truncates

Description

From Trout (merge), testing with Balaji's OMERO / ImageJ / Micro-Manager linked cell ROI image.

Viewing ROI preview in OMERO.web on an image with tens of ROIs or more, the preview is truncated. Intuitively I try to scroll, but I can't see any more than the first set of ROIs.

OMERO Webclient -> Full Viewer -> "Show ROIs"
