Start an Ice.Communicator in OmeroWeb to prevent bouncinga

Description
The shellserver.py functionality was intended for starting commands which we did not control. In the case of OmeroWeb, we could start a communicator in mange.py, a view, or elsewhere which would allow icegridnode to more cleanly start and stop the django.

Carlos: Django, can be used as part of a wsgi stack... maybe creating a wsgi server that talks to ice is better (wsgi and django as wsgi middleware)
