Description
Downgrade of an image (download As) jpeg, png and tiff fails in Web with a 404 error in case the image is big.
To test, you might use for example user-4 on trout Image ID: 21902

@wmoore : Further investigation shows that
- the bug is still present on the ID 21902 on trout, which is test_images_good/leica-scn/mihaela/UCLAD_0000000280_2011-02-10 13_32_55Z.scn (size 78656 x 106560)
- the bug is not present on a 8kx8k.jpeg
- the bug is not present on and .svs of size 17317 x 11041

Fixed in https://github.com/openmicroscopy/openmicroscopy/pull/4172
Determined that the limit should be 12k * 12k (see PR for reasons).
