BUG: ROIs do not load

Description
ROIs do not load in full viewer of Web if the "Show ROIs" link was clicked before the tiles of a big image were completely loaded.
The behaviour in that case is that the table of the ROIs will open, but the ROIs will not be visible in the image itself.
To repeat, either go to slow connection, slow server, or, very quickly open a full viewer of big tiled image and before the tiles load click onto "Show ROIs".
Suggestion: Disable the "Show ROIs" link until such time as the tiles are fully loaded
