BUG: grey out non-loaded list

Description
In Importer, when being on slower server, e.g. nightshade.
The bug demonstrates much better in Windows client, because it is slower than Mac.
Login as a user, and have a lot of Projects and Datasets in your group. Then start importer, and click onto the right arrow to get to Import Location window.
Expand the dropdown of Projects or Datatset - observe that in some cases, when the list is slow to load, the list expands, but has no content - not expected - suggestion is to grey the list out if the data in the list are not loaded yet.
Reported several times by mporter.
