Parse min/max pixel values from InCell TIFFs

'tiffinfo' on the TIFF files shows things like:
SMaxSampleValue: 64520 SMinSampleValue: 64
which a spot-check of 'showinf -minmax' confirms is accurate. It should be easy enough to parse these values into IMinMaxStore. https://trello.com/c/QdCI9tHU/79-memoizer-does-not-pass-along-min-max-values is likely a prerequisite.
