omero web syncdb doesn't get correct PYTHONPATH

Description
If django isn't in the global environment PYTHONPATH, it gets added so when you call syncdb, sys.path correctly has dist/lib/python.
But lib/python/omero/plugins/web.py:syncdb does a subprocess.call that does not take the temporary sys.path into account, thus failing if django wasn't already available.
