The code PR allowing to run automated tests in non-default locale is https://github.com/openmicroscopy/bioformats/pull/1504. This PR is used via https://ci.openmicroscopy.org/job/BIOFORMATS-5.1-merge-french-repository/ which is running the full-repository automated tests weekly with a fr_FR locale.
