DropBox import fails to import non-simple filenames in Windows

The fix to

Fix the Windows installation: events aren't being caught in DropBox?

in #1421 catches all events but filenames containing spaces or other non-standard characters fail to import.

I want to be able to do:
bin\omero import ... "file name with spaces.lsm"
but the cli importaer takes it as it is (with quotes) and adds c:\omero_dist to the front!

Tested with http://hudson.openmicroscopy.org.uk/job/omero-windows-integration/, roughly r4817.
