scons could read ICE_HOME from Windows Registry

This is not completely straightforward. Ice only adds the installation directory for a given version. I currently have:

   Registry key        InstallDir
   ------------        ----------  
   Ice 3.3.0 VS2005 => c:\Ice-3.3.0
   Ice 3.3.0 VS2008 => c:\Ice-3.3.0-VC90
   Ice 3.3.1 VS2005 => c:\Ice-3.3.1
   Ice 3.3.1 VS2008 => c:\Ice-3.3.1-VC90

Add to this that each Ice installation has both 32 and 64 bit (bin/x64, lib/x64, etc) and it becomes more complicated. This will need work.

With 5.1.0, C++ builds are now all in cmake.
