Integrate loci.* exception hierarchy handling into ImportLibrary

Description

Currently, many files are failing with FormatException which are obviously just not of value (/tmp/test.txt, for example). If FormatException had subclasses or instance methods for detecting this, we could use that from ImportLibrary
