Description
Was just trying to send a feedback on failed siRNA import (turns out it was just #1530), but it didn't show up. Figured I'd try again, same thing.
Tonight Jason and I were having issues with QA ("too many connections"), so need to check if the messages were logged at all.

The behavior of the error queue has changed but doesn't seem to be broken. If you un-check the box beside the item on the error queue, that item will *not* be sent, (this was a requested feature).

I'm now seeing that if I unclick the "send files" that nothing is appearing. Something is wrong and will need to be reviewed.

According to "Too many connections" issue, looks like something is leaking DB connections. I created the #1544.
