Allow (re)configuring importer.ini from within client

Description
Currently the importer configuration workflow is a bit messy:
- either create $HOME/omero/importer.ini yourself or open the application (autocreates)
- find the file
- edit it
- restart the app
Allowing either an "refresh config" or, better yet, having a config editor in the client would be much friendlier. (at the same time things could be moved server side)
