Bug: DropBoxDirectoryCheck creates directories late AND without proper permissions

Description
Two issues found during late 4.1 testing:
- blitz server only creates a drop box directory for a user AFTER the next user is created.
- (known) no effort is made to create the directories with proper ownership or permissions.
For the moment, disabling directory creation and documenting how to create them.

Is this really 4.1.1? Have you already updated the docs? In a way, this is breaking, so we should be somewhat careful.

Yes, the docs have been updated. This temporary fix is for 4.1.1 as discussed at the 2009-11-12 conf call.

The substance of this ticket still needs fixing for 4.2. The workaround is in place for 4.1.1

I don't think so. We have documented this and it seems reasonable for administrators to do this themselves.

In line with the disabling the expected DropBox? structure has been simplified by one level, r5705 and the web pages updated for 4.1.1.
