On Throwable (OOM, etc) transactions may not be rolled back properly

Description
In #1708, an OOM is thrown during deletePlate. Many of the deletes seem to be committed, though they shouldn't be.

This is important, but unfortunately won't be possible for 4.2.0. We should look at it over the summer, perhaps as a part of #1736 (hudson green)
