RoiStorage : Add API methods to IRoi for all interactions

Description
Currently, IRoi is limited mostly to querying. In order to enable alternate storage mechanisms (see WorkPlan/RoiStorage) it will be necessary (or certainly helpful) for all interactions with ROIs to take place via a single interface.
