Ubuntu 9.10 mod_python and OMERO.web slow?

Description
It was reported on the forums (http://www.openmicroscopy.org/community/viewtopic.php?f=5&t=363) that mod_python based OMERO.web configurations are very slow on Ubuntu 9.10. This should be investigated.

Resolved by the user by disabling TCP window scaling. This should be reopened later as general documentation of Ubuntu 9.10 installation as we have done on the forums for 8.04 and 8.10.
