Allow multiple passwords for any user. (Pseudo sudo)

Description
It would be possible for the table created in #181 to not have a UNIQUE constraint on the FK to Experimenter field. This would allow there to be multiple passwords per Experimenter. A use case for this would be to have several passwords for root so all admins can use their personal "favorite". It would be also possible to log the PK for the password to know what admin is doing what.

Because of various other changes in the password infrastructure, this just isn't really a good idea. If anyone can see it being of use, open it back up, and we'll talk about it.
