Allow re-using plugin login in non-plugins

Description

As a follow-up to #1580, an adapter should be added to populate_roi.py, importer-cli, and possibly other scripts to allow them to use the plugins infrastructure when SSL, etc. are added.

importer-cli was previously done. cleanse has been ported. populate_roi is accessed via scripts. This looks to be done for now.
