Rendering settings and permissions

Server version of insight#1277.
- Allow to set original settings (i.e. settings created by RE) for other users images (Read-Link). This implies that rendering settings are created, if none already created, for the user currently logged in.
- Allow "Set Owner settings options". (Read-Link)
- Default settings for a user w/o his/her settings are the owner settings (Read-Link and Read). If Read, the user won't have his/her settings
- Add a "Set min max options".
