Silence indexer when on FileNotFoundException

When an OriginalFile is created in the DB but not yet written, the indexer prints long stack traces, even if the file is eventually written.

Work on #1961 (and possibly #1501) will help to make sure the files are eventually indexed so that this is not a critical situation.

This commit checks both the size and the sha1 of
file objects on RawFileStore.close(). This
adds an EventLog and therefore kicks off indexing
(see #2098)

Though this calls saves on tables.close(), based on the group settings
the service may not have sufficient permissions (even as root) to do
so.
