Move SecuritySystem access in UpdateFilter to OmeroInterceptor

Description
Currently UpdateFilter is assessing SecuritySystem for transfering details and checking managed state. We've tried this before in EventListeners but after the move of filters to the DB (#117), it should be tried again. It simplifies the UpdateFilter to essentially being a "reloader" (the mock tests under /server become much simpler) and almost all of security is taking place within the Hibernate classes.

As outlined in #178 (SecuritySystem), turns out that moving the transient/managed details logic to the Hibernate subsystem ( OmeroInterceptor not an EventListener ) was required earlier than expected. Finished in r768.
