Add use of createClient(false) to OmeroPy, web, and gateway

Description
Along with client.setAgent(), OmeroWeb should start dropping down to use unsecured connections in almost all cases for performance reasons or alternatively support the use of the lock symbol like in insight (though at the admin level)
This should bring us close to closing up the SSL chapter for 4.2
