Comment: in importer, converting 'queued' to pending is now very very slow-- roughly 1 sec/ per image. Problem obvious when you import a long list of files (e.g., large number of TIFFs). This occurs whether on secure or insecure connection
Probably related to the new calls to server side history - should be able to optimize.

Optimize the getHighestBaseTableUid() method calls. Should call only on initialization.
