Possibly make ExperimenterGroup a Global.

Description

Currently filtering (i.e. #117) is happening on groups. This is probably a little extreme, though the permissions allow it to happen. Since we decided (via email), that groups are to be created by sysadmins only, groups can become global (#230).

Similarly for EventTypes, and other enums. Once globals and system-types are merged, this should disappear. What we need to decide is just what columns system-types have.

Of:

  • owner
  • group
  • creation_event
  • update_event
  • permissions

Probably the most important are the events. The security related fields can be handled at runtime. (Does that mean we need an interface like IEnum #140 ?)
