Register and launch initialization scripts once

- For scripts to be visible via IQuery (as opposed to via IScript) on startup, omero should scan lib/scripts
- To prevent admin's from having to run initialization scripts, they should be run once when detected (and then possibly deleted).

As seen via testing of #2493 with Chris, having all scripts registered on startup is important. Doing the first of these two tasks for 4.2.0 release.
