Description

Changes for #2214 made testing/reindexing harder.

Now that Java no longer uses the Preferences API, working with eclipse et al. is much more difficult when parameters differ from the defaults in omero.properties.

In eclipse, it is necessary to set the JVM arguments under "Preferences"

For ant, it is necessary to pass all values via the command-line (e.g. ./build.py -Domero.db.name=...)

PreferencesContext should be made aware of config.xml (possibly taking a snapshot on startup).
