Define solution for merging released lib/scripts and modified lib/scripts

Description
Currently, there is no clear upgrade path for how to go about merging the lib/scripts that we ship with those uploaded and/or edited by a sysadmin.
Something as advanced as embedding mercurial may be necessary.

Users are encouraged to create separate repositories that they maintain. Instructions will need further filling out, but there are other tickets for that.
