Don't create var/ for OMERO.py deploy if not necessary

Description
bin/omero automatically creates a var directory in the installation directory. This is not necessary for a simple scripting install. There should possibly be a way to distinguish between an OMERO.server and an OMERO.py download.

Tested. No var directory created.
