Can't attach files to tickets

Description

Trac detected an internal error:

[Errno 13] Permission denied: '/var/www/trac.openmicroscopy.org.uk/trac/attachments/ticket'

That directory is missing.

Fixed. Also allowed attachments for the Wiki.
